PLANNING PROGRESS

The following is a summary of key tasks and meetings that have been completed in association with the preparation of a multi-jurisdictional Integrated Solid Waste Management (ISWM) Plan to address solid waste issues in Albany and Laramie Counties for the next 20 years. Planning partners include the City of Cheyenne, the City of Laramie and the Eastern Laramie County Solid Waste Disposal District (SWDD).

July 13, 2007 A “Letter of Intent” was submitted to the Wyoming Department of Environmental Quality (WDEQ). The Letter of Intent provided notification that the Eastern Laramie County SWDD and the Cities of Laramie and Cheyenne all passed resolutions in support of preparing a multi-jurisdictional ISWM Plan for the three entities.
   
January 18, 2008 Planning partners (core working group members), stakeholders, and Trihydro attended a Project Kick-off Meeting in Cheyenne, Wyoming. Trihydro presented a summary of solid waste issues in Wyoming, the ISWM planning process, the roles and responsibilities of the planning partners and stakeholders, and public outreach strategies. The group also identified preliminary planning objectives, as well as important issues that the ISWM planning process needs to address.
   
February 19, 2008 A Public Meeting was held in Burns to receive public testimony on the planning project goals and discuss potential integrated solid waste management alternatives for eastern Laramie County. Trihydro presented a summary of the ISWM planning process and described several proposed regional waste management alternatives for discussion.
   
February 20, 2008 A Local Planning Meeting was conducted in Burns to review Eastern Laramie County Solid Waste Disposal District local planning issues and public input. A list of reasonable alternatives was identified for consideration by the regional planning group.
   
February 26, 2008 A Public Meeting was held in Cheyenne to receive public testimony on the planning project goals and discuss potential integrated solid waste management alternatives for the City of Cheyenne. Trihydro presented a summary of the ISWM planning process and described several proposed regional waste management alternatives for discussion.
   
February 27, 2008 Core working group members and stakeholders attended a Local Planning Meeting in Cheyenne to review local solid waste management planning issues and public input. A list of reasonable alternatives was identified for consideration by the regional planning group.
   
March 5, 2008 A Public Meeting was held in Laramie to receive public testimony on the planning project goals and discuss potential integrated solid waste management alternatives for the City of Laramie. Trihydro presented a summary of the ISWM planning process and described several proposed regional waste management alternatives for discussion.
   
March 6, 2008 Core working group members and stakeholders attended a Local Planning Meeting in Laramie to review local solid waste management planning issues and public input. A list of reasonable alternatives was identified for consideration by the regional planning group.
   
June 11, 2008 A Regional Planning Meeting was held in Pine Bluffs to review profiles of existing systems and local planning issues. The working group combined their lists of alternatives and identified a combined short list of regional alternatives for detailed analysis.
   
August 20, 2008 The existing facility profile for the Burns Landfill was reviewed at the regularly scheduled Eastern Laramie County Solid Waste Disposal District Board Meeting.
